Tender Description
The Balochistan Education Support Program (PMU-BESP) in Quetta is procuring consulting services for the development of a parental engagement curriculum and supplementary learning materials. This initiative is part of the Getting Results: Access and Delivery of Quality Education Services in Balochistan (GRADES-B) project, funded by the World Bank and the Government of Pakistan. The project aims to improve foundational literacy and numeracy for pre-primary and primary grades, focusing on increasing enrollment and educational equity in Balochistan.
The consulting firm will develop contextualized, parent-friendly, and inclusive materials to empower both literate and non-literate parents in supporting their children’s learning at home. The scope includes designing curriculum and complementary parental engagement interventions consistent with the project’s Terms of Reference. The assignment requires expertise in education, early grade learning, parental/community engagement, curriculum development for semi-literate audiences, multilingual material production, and qualitative fieldwork such as focus groups and pre-testing.
Eligible firms must demonstrate at least 10 years of relevant experience, documented completion of similar assignments, and capacity to work in rural and low-literacy contexts. The firm may be a joint venture or sub-consultancy but must clearly state the arrangement. Interested consultants should submit their Expressions of Interest (EOI) by 13th May 2026 to the Project Management Unit at House # 74-A Chaman Housing Scheme, Airport Road Quetta, or electronically via email.
Bidders are advised to carefully review the World Bank’s Procurement Regulations for IPF Borrowers and ensure their technical and financial bids comply fully.
