Pre-qualification for Construction and Consultancy Services for Military Engineer Works at Multiple Cities

The Military Engineer Services under the Engineer-in-Chief Branch at GHQ Rawalpindi is inviting applications for pre-qualification of firms, contractors, and consultants for various construction and consultancy works across multiple cities including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sialkot, Muzaffarabad, Swat, Karachi, Shah Bandar, Sujawal, Ormara, Turbat, and Gwadar. This procurement covers provincial construction of certain services, facilities, and buildings as well as consultancy services for design and resident engineering supervision for the mentioned works. Firms interested in participating must have relevant experience in construction, electrical, mechanical, and plumbing works or services. Eligibility requires registration with the Pakistan Engineering Council (PEC) in the relevant category, preferably Category C-2 or above with validity up to June 2027. Firms enlisted with MES in Category A are preferred. Additionally, firms must provide work orders, project completion certificates, personnel lists, bank statements, NTN certificates, and income tax returns for the last three years. Pre-qualification with Engineer-in-Chief Branch GHQ Rawalpindi is mandatory, and firms must have no outstanding DI&E recoveries. The tender documents will be issued only to pre-qualified firms. Completed tenders must be submitted to the Engineer-in-Chief Branch GHQ Rawalpindi by 1130 hours on 15 July 2026, with opening at 1200 hours the same day.
