The Military Engineer Services under the Engineer-in-Chief Branch at GHQ Rawalpindi invites applications for pre-qualification of firms, contractors, and consultants. Items being procured: - Provincial construction of certain services, facilities, and buildings at Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sialkot, Swat, Muzaffarabad, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat, Gwadar - Consultancy services including design and resident engineer supervision for the above works at the same locations The scope covers a wide range of construction and consultancy services involving civil, electrical, mechanical, and plumbing works. Firms must demonstrate experience with similar projects and provide work orders, project locations, and completion certificates. The scale of work is extensive, covering multiple strategic locations across Pakistan. Eligibility requires firms to be registered with PEC in category C-2 or above in the relevant field, with validity up to June 2027. Preference is given to firms enlisted with MES in category A. Non-enlisted firms must provide 2% refundable bid security. Firms must also be pre-qualified with the Engineer-in-Chief Branch GHQ Rawalpindi and have no outstanding DI&E recoveries. Applications must include personnel lists, bank statements, NTN certificates, and income tax returns for the last three years. The submission deadline is 17 August 2026 by 1130 hours at the E-in-C's Branch GHQ Rawalpindi, with opening at 1200 hours the same day.
