This tender invites pre-qualification applications from firms for construction and consultancy services across multiple cities including Islamabad, Rawalpindi, Lahore, Sialkot, Muzaffarabad, Swat, Karachi, Gwadar, Ormara, Turbat, Sakrand, Gujranwala, Okara and Multan under the Engineer-in-Chief Branch, GHQ Military Engineer Services in Rawalpindi. The scope covers provision of residential, non-residential, services, and facilities construction along with design and supervision consultancy. The works involve complex construction and engineering tasks requiring expertise in civil, electrical, mechanical, and plumbing disciplines. Firms must demonstrate experience with similar projects, providing work orders, completion certificates, and photographic evidence. The sites are spread across diverse geographic and climatic zones, posing logistical and technical challenges that demand robust project management and engineering capabilities. Applicants must be registered with the Pakistan Engineering Council (PEC) in Category C-2 or above with valid enlistment up to June 2026. Preference is given to firms enlisted with the National Engineering Services Pakistan (NESPAK) in Category A. Firms not enlisted with NESPAK must provide a 2% bid security. Compliance with FBR and ATL requirements for the financial year 2025-26 is mandatory. Firms should also have no outstanding dues or adverse reports from the Directorate of Inspection and Evaluation (DI&E). The submission deadline is set for 30th September 2025 at 11:30 AM, with bid opening scheduled the same day at 12:00 PM. Applications must be submitted physically at the Engineer-in-Chief Branch, Gate No 7, GHQ Rawalpindi. Incomplete applications will be rejected.
