Pre-qualification for Construction and Services of Residential and Non-Residential Facilities

The Military Engineer Services (MES) under the Engineer-in-Chief Branch at GHQ Rawalpindi is inviting applications for pre-qualification of firms and contractors. This procurement is specifically for construction and provision of certain residential, non-residential, services, and facilities across multiple cities including Islamabad, Rawalpindi, Lahore, Sialkot, Muzaffarabad, Swat, Karachi, Gwadar, and many others. Eligibility requires registration with the Pakistan Engineering Council (PEC) in the relevant field, preferably in category C-2 or above, valid until June 2026. Firms enlisted with MES in category A are preferred, but non-enlisted firms can also apply by providing a 2% refundable bid security. Additionally, firms must submit a list of personnel, bank statements, NTN certificates, and income tax returns for the last three years. No outstanding DI&E recoveries or special reports should be pending. The tender documents will be issued only to pre-qualified firms and must be received at the E-in-C’s Branch GHQ Rawalpindi by 07 May 2026 at 1130 hours, with opening scheduled at 1200 hours the same day.
