Tender Description
Pakistan Academy of Letters (PAL), Islamabad, is inviting applications from reputable and financially sound firms for pre-qualification and enlistment under two main categories: Stationery & Petty Purchases Suppliers and Repair & Maintenance Contractors covering civil, electrical, and allied works. This procurement opportunity is specifically for firms interested in supplying office stationery items such as files, papers, pens, toners, and computer/laptop accessories, as well as providing repair and maintenance services including painting, plumbing, electrical wiring, carpentry, HVAC maintenance, and vehicle repairs. The scope covers a wide range of materials and services essential for the smooth operation of PAL's office and facilities in Islamabad.
Eligible firms must be registered with SECP or Registrar of Firms, possess NTN and Sales Tax registration, and be on the Active Taxpayer List (ATL). A minimum of two years of relevant experience is mandatory, along with proof of category-specific work. Firms must submit a comprehensive technical bid including company profile, tax certificates, bank statements, client lists, and affidavits on non-blacklisting. The evaluation will be based on experience, financial strength, technical capability, and client feedback, with a minimum qualifying score of 60%.
Applications must be submitted either electronically via EPADS or in sealed envelopes clearly indicating the category applied for. The submission deadline is set for 1st June 2026 at 1100 hours, with bid opening scheduled at 1200 hours the same day. The contact person for queries is the Incharge Store at PAL, reachable via phone at 051-9269718 or email iclls2016@gmail.com.
A practical tip for bidders is to ensure all required documents are complete and properly attested to avoid disqualification. Early submission is advisable to accommodate any technical issues with EPADS. Earnest Money or CDR requirements will be communicated upon call-off orders after pre-qualification. This framework agreement will be valid for two years and may be extended, providing a valuable opportunity for firms to secure ongoing procurement contracts with PAL.
