Pre-Qualification of Event Management Firms for Pakistan National Council of the Arts Islamabad

Pakistan National Council of the Arts (PNCA), under the National Heritage & Culture Division, Government of Pakistan, invites reputable, experienced, technically capable and financially sound event management firms to apply for pre-qualification under an open framework arrangement for a period of one (01) year. This arrangement supports PNCA's recurring programmes including exhibitions, festivals, theatre and dance productions, music performances, conferences, seminars, award ceremonies, national-day programmes, international cultural exchanges, youth activities and outreach events. Services will be required on an as-and-when-needed basis at PNCA premises and other specified locations in Pakistan. Items being procured: - Event management and allied services covering planning, concept and coordination - Stage, exhibition and venue production including set, backdrop, seating, tents, stalls, décor, floral arrangements - Audio-visual, lighting and digital production including sound reinforcement, microphones, LED/SMD screens, projection, lighting, truss, multimedia playback - Branding, communication and audience services including invitations, passes, signage, banners, ticketing, accreditation - Hospitality, protocol and logistics including guest facilitation, accommodation, transport, catering, ushers, coordinators - Safety, security and compliance including risk register, emergency response, crowd management, fire safety, medical cover - Accessibility, inclusion and sustainability measures - Post-event closure including dismantling, venue restoration, attendance and media logs, completion reports The scope requires firms to demonstrate technical resources, financial capacity, relevant experience, and compliance with labour, safety, safeguarding and regulatory requirements. Applicants must be legally registered, hold valid NTN and EPADS registration, and meet mandatory eligibility criteria including minimum turnover and past performance. The pre-qualification process does not require submission of financial proposals and does not guarantee any volume of work or contract award. Key dates and submission details will be announced via EPADS and PNCA website. Applications must be submitted electronically through EPADS by the stated deadline. Late or incomplete applications will be rejected. PNCA reserves the right to reject all applications in accordance with applicable procurement rules. A practical tip for bidders: Ensure all documentary evidence including incorporation, tax status, past contracts, CVs of key personnel, and financial statements are complete, verifiable and uploaded correctly through EPADS to avoid disqualification at the preliminary stage.
