Tender Description
The Military Engineer Services (MES) invites applications for pre-qualification of firms and contractors for various construction, electrical, mechanical, and plumbing works across multiple cities including Islamabad, Rawalpindi, Lahore, Karachi, Peshawar, Quetta, and others. This procurement is managed by the Engineer-in-Chief Branch at GHQ Rawalpindi. The scope covers construction and provision of certain residential and non-residential buildings, services, and facilities at a wide range of locations nationwide.
Eligible firms must have experience in construction, electrical, mechanical, and plumbing works and be registered with the Pakistan Engineering Council (PEC) in category C-2 or above, valid until June 2026. Preference is given to firms enlisted with MES in category A. Firms must also provide work orders, project completion certificates, personnel lists, bank statements, NTN certificates, and income tax returns for the last three years. Pre-qualified firms will be issued tender documents for the detailed works.
The tender submission deadline is 10 June 2026 at 1130 hours, with opening at 1200 hours on the same day at the Engineer-in-Chief Branch, GHQ Rawalpindi. Interested bidders should ensure their applications are complete and meet all criteria to avoid rejection. Earnest Money in the form of a 2% bid security is required for non-enlisted firms and is refundable.
A practical tip for bidders is to carefully compile and verify all required documentation, including PEC registration and financial records, as incomplete applications will not be entertained. Early preparation and submission can help avoid last-minute issues and ensure compliance with the tender requirements.
