Pre-qualification of Freight Forwarders for Logistics & Transportation Services

The National Disaster Management Authority (NDMA) Islamabad invites applications for the Pre-qualification of Freight Forwarders for logistics and transportation services. This open framework agreement aims to prequalify capable freight forwarding firms for subsequent call-off contracts over a 24-month period starting October 16, 2026. The scope includes international freight forwarding by air, sea (FCL/LCL), and land, customs clearance via WeBOC Pakistan Customs, inland transportation, warehousing, cargo consolidation, and shipment tracking. The services are required to support relief and emergency logistics with rapid mobilization capabilities within 24 to 72 hours. Items being procured: - Pre-qualification of Freight Forwarders for logistics and transportation services (quantity: 10) The technical scope covers handling of FCL, LCL, bulk, and containerized cargo, customs documentation, duty/tax processing, liaison with customs authorities, inland transportation to warehouses or project sites, secure storage and inventory management, preparation of shipping documents, real-time tracking, handling of specialized cargo including temperature-controlled or hazardous goods, emergency logistics support, cargo insurance facilitation, and coordination with airlines, shipping lines, port authorities, and government agencies. Eligibility criteria include valid membership of Pakistan International Freight Forwarders Association, valid freight forwarding/clearing agent license with active WeBOC/PSW profile, non-blacklisting affidavit, registration with Pakistan Customs, minimum average annual turnover of PKR 150-200 million over last three fiscal years, financial liquidity of at least PKR 35-40 million, audited financial statements for last three years, bank maintenance certificate, and proven experience with at least three logistics contracts each valued at PKR 40-50 million within last five years. Key dates: Applications must be submitted electronically through EPADS v2.0 by Tuesday, October 6, 2026 at 11:00 AM. Opening of applications will be on the same day at 11:30 AM. Manual submissions are not accepted. Interested bidders should register on the EPADS portal and ensure compliance with all eligibility and qualification requirements. A practical tip for bidders: Ensure all required documents including audited financial statements, valid licenses, and affidavits are complete and uploaded correctly on EPADS to avoid disqualification. Early registration and submission through EPADS is recommended to handle any technical issues before the deadline.
