Tender Description
The Ministry of Information and Broadcasting, Islamabad, through its Monitoring and Reporting Cell, invites eligible firms and companies to apply for pre-qualification to establish a panel of service providers for the Financial Year 2026-2027. This pre-qualification is conducted under National Competitive Bidding in accordance with the Public Procurement Rules, 2004 (as amended). Interested bidders must be registered with relevant tax authorities, be active taxpayers, and meet the eligibility criteria outlined in the bidding documents.
Items being procured:
- Production and Broadcast/Support and Equipment Services
- Audio/Video Production Services
- Repair & Maintenance of IT Equipment including Computers, Laptops, Printers, Monitors, Network Items & Cabling, Servers, Storage, Furniture and Fixture, Software Repair & Subscriptions/Licenses, Plant & Machinery
- Printing, Designing and Publication Services
- Repair & Maintenance of Photocopier Machines and Telephone Exchange (IP Telephone and Manual)
- Other recurring services as required
- Purchase of Miscellaneous items such as IT Equipment, Hardware, Podcast Equipment, Software/Licenses, Plant and Machinery, Furniture and Fixture
The scope covers a wide range of technical and professional services including equipment maintenance, production support, and procurement of miscellaneous items. Firms must demonstrate relevant experience, technical and financial capacity, and have adequate personnel and resources for nationwide or regional service delivery. The pre-qualification documents include company profile, tax certificates, EPADs registration, financial statements, experience certificates, affidavits regarding blacklisting and litigation, and other supporting documents.
A bid security of Rs. 500,000 in the form of Pay Order, Demand Draft, or Bank Guarantee in favor of DDO, Ministry of Information and Broadcasting, is required with the application. Successful firms will be required to submit a performance guarantee of 2% of the contract value for assignments exceeding Rs. 500,000.
Applications must be submitted electronically via EPADs 2.0 by 07 September 2026 at 12:00 PM. Late or hard copy submissions will not be accepted. The bid opening will take place the same day at 12:30 PM in the presence of applicants or their authorized representatives. The Ministry reserves the right to inspect offices and equipment, seek clarifications, and reject incomplete or non-compliant bids.
Bidders are advised to carefully review the terms and conditions, ensure timely submission, and maintain compliance with all requirements to avoid disqualification. This pre-qualification does not guarantee contract award but enables participation in future procurement opportunities by the Ministry of Information and Broadcasting.
