Tender Description

The Ministry of Information and Broadcasting, through its Digital Communication Department (DCD) located at Pak China Friendship Center, Islamabad, invites pre-qualification applications from authorized service providers, workshops, firms, and contractors for the financial year 2026-2027. This pre-qualification aims to identify capable firms for repair, maintenance, software installation, license renewal, and official vehicle servicing. Items being procured: - LOT-I: Repair and maintenance of office furniture including executive tables, computer tables, revolving chairs, sofa sets, coat hangers, visitor chairs, cupboards, almirahs; repair and maintenance of office machinery such as ACs, generators, water geysers, water dispensers, UPS, fans, LED lights; repair and maintenance of IT equipment including optic fiber cables, telephones, telephone exchanges, LAN cables, hard drives, RAMs, access points, servers, Synology, Wi-Fi routers, cabling, network switches, storage devices, CCTV system, biometric system; repair of computer hardware like photocopiers, scanners, printers, fax machines, desktop computers, laptops, monitors, LED TVs, multimedia projectors, video conferencing systems; office infrastructure renovation including paint work, electric work, glass works, sanitary repairs. - LOT-II: Installation of software including operating systems, productivity software, antivirus programs; troubleshooting and technical support for software issues; license renewal and credit renewal for software. - LOT-III: Repair and maintenance of official vehicles including Suzuki Bolan (2), Suzuki Cultus (1), Honda City (1), Honda CD 70 Bike (1), and other official vehicles; services include mechanical repairs, routine servicing, electrical repairs, computerized diagnosis, denting and painting, interior maintenance, air conditioning maintenance, tyre maintenance, replacement, wheel alignment and balancing. The scope covers comprehensive repair and maintenance services, software installation and support, and official vehicle servicing within city limits. Firms must be registered with Income Tax and Sales Tax Departments, possess valid NTN and be on the Active Taxpayers List (ATL) of FBR. PEC registration is required for LOT-I. Firms must demonstrate relevant experience, have functional offices in Islamabad or Rawalpindi, and submit a non-refundable bid document fee of Rs. 2,000. Key dates include bid submission by 16th September 2026 at 12:00 PM, with bid opening at 2:30 PM the same day. Bids must be physically submitted to the office of the Assistant Director, Digital Communication Department, Ministry of Information and Broadcasting, 1st Floor, Pak China Friendship Center, Islamabad. Technical evaluation will consider firm profile, tax registration, experience, office locations, human resources, financial status, and past performance. A practical tip for bidders: Ensure all documents are complete, signed, stamped, and properly bound to avoid disqualification. Early submission is advised to prevent rejection of late bids. The department reserves the right to accept or reject any or all bids without liability. This pre-qualification process is conducted under Public Procurement Rules, 2004, using Single-Stage One Envelope method. Successful firms will enter into formal contracts and submit performance guarantees per LOT.
