Firms must be registered with the Pakistan Engineering Council (PEC) in Category C-4 or above with specialized code EE-11 (Solar Alternative Energy) and be on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR).
Items being procured:

The project scope includes turnkey solar EPC works involving design, supply, installation, testing, and commissioning of on-grid solar PV systems at two Bahria University campuses in Karachi. Interested firms must demonstrate technical capabilities including qualified engineers registered with PEC, state-of-the-art testing equipment, and valid OEM authorizations. Financial capability requires audited statements showing a minimum average annual turnover of PKR 150 Million over the last three financial years. Experience of at least 5 years in large-scale grid-connected commercial/institutional solar installations with proven net-metering systems of combined 2 MW+ capacity is mandatory. Firms must also submit an affidavit on judicial stamp paper confirming non-blacklisting.
EOI documents containing evaluation metrics and project objectives can be obtained from EPADS only. Submission requires a hard copy of company profile and technical proposal/BoQ against a non-refundable cash/pay-order fee of PKR 5,000. Bid security in original must be submitted as CDR, Pay Order, or Banker's Cheque in favor of Bahria University Islamabad. The submission deadline is 16 November 2026 at 1100 hrs. Bids can be submitted at Deputy Director (P&D) Office, Room No.09, Quaid Block Basement, Bahria University Head Office, Islamabad or Project Director Office, Bahria University Karachi Campus, 13 National Stadium Road, Karachi.
Only pre-qualified contractors will be issued RFP/Bidding Documents for the final commercial stage. Bahria University reserves the right to accept or reject any or all EOIs as per Federal PPRA Rules. Contractors are advised to visit the site prior to bid submission to assess site conditions and requirements.
A practical tip for bidders: Ensure your PEC registration and ATL status are current and clearly documented, and prepare your financial statements and technical credentials meticulously to meet the stringent eligibility criteria. Early site visits can provide valuable insights to tailor your technical proposal effectively.
