Pre-Qualification Notice for Survey of Liquid/Dry Cargo Services on PNSC's Managed, Chartered and Agency Vessels at Karachi Port and Port Muhammad Bin Qasim for Three Years

The Pakistan National Shipping Corporation (PNSC) invites applications for prequalification of firms to provide Survey Services for Liquid and Dry Cargo on PNSC's managed, chartered, and agency vessels at Karachi Port and Port Muhammad Bin Qasim for a period of three years. This prequalification is a prerequisite for participation in subsequent Invitation to Bids and framework agreements expected to be signed in October 2026.\n\nItems being procured:\n- Survey of Liquid Cargo including loading, discharging, cargo tank inspection, sampling, gauging, monitoring shore pipelines and valves, prevention of slippage or pilferage, line status recording, flushing monitoring, and reporting of spillage/leakages\n- Survey of Dry Cargo including loading and discharging supervision, damaged cargo inspection, defective cargo handling, dangerous cargo monitoring, personal effects handling, cargo boat note preparation, and survey/adjustments during cargo shifting\n\nThe scope requires qualified and experienced surveyors to be present continuously on board and at terminals, equipped with suitable communication means and certified equipment for temperature and specific gravity measurements. The contractor must ensure compliance with safety and operational standards, maintain detailed reports, and lodge necessary protests to protect PNSC's interests.\n\nEligibility criteria include a minimum of 5 years experience in liquid/dry cargo vessel survey work, valid marine insurance license, registration with Sindh Revenue Board, NTN, active taxpayer list enrollment, and submission of technical evaluation criteria.
