Pre-Qualification for Design, Supply, Installation, Commissioning, Operation and Maintenance of Integrated Vehicle Emission Monitoring Equipment and Infrastructure

The Environment Protection & Climate Change Department (EPCCD) through its Strategic Planning and Implementation Unit (SPIU) invites applications for Pre-Qualification from national and local companies or firms via the Punjab E-Procurement System (EP). The project involves the design, supply, installation, commissioning, operation, and maintenance of an integrated vehicle emission monitoring equipment and associated infrastructure in Lahore, Punjab. Items being procured: - Design, Supply, Installation, Commissioning, Operation and Maintenance of an Integrated Vehicle Emission Scanning & Monitoring System and Associated Infrastructure The scope broadly covers a complete package for the integrated vehicle emission monitoring system and its infrastructure. Applicants must be registered on the Punjab E-Procurement System and with relevant registration authorities and tax departments. Joint ventures or consortiums are allowed to participate. The pre-qualification process will be conducted online in accordance with Punjab Procurement Rules 2014 (amended) and the pre-qualification documents. Applicants must submit duly completed, signed, and stamped applications online through the Punjab E-Procurement System by 17th September 2026 at 11:00 AM. Applications will be opened the same day at 11:30 AM in the presence of participants. Partial or conditional applications will be disqualified. Applicants must demonstrate capability to undertake the complete scope; partial participation is not permitted. Late submissions or non-conforming applications will be rejected. The Procuring Agency will not bear any cost or expense related to application preparation or delivery. The agency reserves the right to reject all applications as per PPRA Rules 2014.
