Tender Description
The Small and Medium Enterprises Development Authority (SMEDA) Lahore is inviting prequalification proposals from reputed event management companies for an Open Framework Agreement valid for three years. This procurement aims to identify technically qualified and financially sound firms capable of organizing official events, exhibitions, seminars, workshops, conferences, and expos on an as-needed basis across Pakistan.
The scope includes comprehensive event management services such as venue booking and management, stage design, décor, branding, audio-visual setup including sound and lighting, catering, guest management, protocol and security coordination, exhibition booth setup, printing and promotional material design, event photography and videography, transportation and logistics support, and post-event reporting and documentation. The selected firms will enter into framework agreements and be called upon for financial bids as required.
Eligible bidders must be registered companies with valid NTN and Sales Tax registration, listed on the Active Taxpayers List (ATL) of FBR, and have a minimum of five years of relevant experience in event management. They must not be blacklisted or debarred by any government or donor agency. The technical evaluation will consider experience, financial strength, geographical presence, and technical capability, with a minimum qualifying score of 80 out of 100 marks.
The tender documents and detailed requirements are available on the EPADS portal and SMEDA website. Proposals must be submitted electronically via EPADS by May 12, 2026, at 12:30 PM. The technical bid will be a single-stage, one-envelope submission. Earnest Money will be retained by SMEDA for the contract duration and forfeited if the firm fails to complete assigned work.
A practical tip for bidders is to ensure complete and accurate submission of all required documents including incorporation certificates, NTN, sales tax certificates, ATL proof, and affidavits against blacklisting. Incomplete or inaccurate submissions may lead to disqualification. Early registration and familiarization with the EPADS system is recommended to avoid last-minute technical issues.
