Prequalification of Firms for Expenditure of Confiscated Goods by Collectorate of Customs Enforcement Islamabad

The Collectorate of Customs Enforcement (Pakistan Customs) in Islamabad invites applications for the Prequalification of Firms for the Expenditure of confiscated goods under an Open Framework Agreement. This prequalification aims to identify capable suppliers for subsequent call-off contracts to provide on-demand services related to handling, sorting, packing, loading/unloading, and disposal of confiscated goods. Items being procured: - Expenditure of confiscated goods (labour and related services) The scope includes provision of required labour and incidental services for the proper and safe expenditure or disposal of confiscated goods as and when required by the department. Firms must demonstrate experience in handling confiscated, seized, or unclaimed goods, with a minimum of one year and up to five years considered for evaluation. The technical scope requires adequate workforce capacity including technical staff, supervisors, and labor to manage the goods safely and efficiently. Eligibility criteria include valid NADRA citizenship documents, FBR NTN and GST registration, active taxpayer status on ATL, and submission of a Pay Order of PKR 20,000 as bid security. Firms must also provide proof of sound financial position through tax returns and bank statements for the last year. The prequalification process is conducted through the e-Pak Acquisition and Disposal System (EPADS) portal. Applications must be submitted electronically via EPADS v2.0 by Monday, October 5, 2026 at 04:00 PM. Late or manual submissions will not be entertained. The opening of applications will be on the same day at 04:30 PM through EPADS.
