Tender Description
The National Insurance Company Limited (NICL) Karachi invites applications for the Prequalification of Securities Brokers under Framework Agreement reference FFW9571. This prequalification aims to empanel qualified securities brokers to provide brokerage and related non-consultancy services to NICL's Treasury and Investment Department in Karachi. Items being procured:
- Prequalification of Securities Broker (1 firm)
The scope includes facilitation and execution of purchase and sale transactions of listed securities in both physical and electronic forms, conversion/dematerialization of physical securities, provision of market updates, trading notifications, indicative quotes, and market information. Brokers will also provide trade confirmations, contract notes, research reports, market intelligence, sector and company analysis, economic updates, and timely information on corporate actions such as dividends, bonus shares, right issues, mergers, and book closures. Coordination with NICL, PSX, CDC, NCCPL, and other regulatory bodies for timely execution and settlement is required, along with maintaining confidentiality of all investment and transaction information. Ancillary brokerage-related services as reasonably required by NICL are also included.
Eligibility criteria require applicants to be limited companies registered with SECP, have at least 5 years of brokerage experience in Pakistan, hold valid Trading Right Entitlement Certificates, maintain minimum credit and fiduciary ratings, have an independent research function, and meet financial thresholds including minimum profit after tax of PKR 300 million, total equity of PKR 200 million, and Net Capital Balance of PKR 200 million. Applicants must have offices in Karachi, Lahore, or Islamabad/Rawalpindi and be active taxpayers with valid NTN and provincial tax registrations. Blacklisted firms on PPRA are ineligible.
Applications must be submitted electronically through the EPADS v2.0 portal by 28 September 2026 at 11:30 AM. Opening of applications will occur the same day at 12:00 PM via EPADS. Manual submissions will not be accepted. Interested bidders should ensure timely registration on EPADS and carefully follow submission instructions. The framework agreement duration is 36 months commencing 12 October 2026. Assignment allocation will be rotational and proportional based on broker performance and transaction size.
Bidders are advised to thoroughly review all eligibility and qualification criteria and ensure complete documentation to avoid disqualification. Early registration and submission through EPADS is recommended to address any technical issues well before the deadline.
