Tender Description
Sui Northern Gas Pipelines Limited (SNGPL) Lahore invites applications for the Prequalification of Third-Party Material Inspection Firms under a Three-Year Open Framework Agreement. This prequalification is intended to establish a panel of qualified inspection firms for subsequent call-off contracts during the framework period. The scope includes inspection of equipment such as steel line pipes, gas valves, pipe fittings, and allied materials related to the oil and gas industry. The prequalification process is open to national applicants who meet the eligibility criteria including valid certifications such as ISO/IEC 17020, ISO 9001:2015, PST, EOBI, and Social Security certificates, along with non-blacklisting undertakings.
Items being procured:
- Prequalification of Third-Party Material Inspection Firms for inspection of steel line pipe, gas valves, pipe fittings, coating materials, and allied materials
The technical scope requires firms to have calibrated inspection tools including master/calibrated thread gauges, digital vernier calipers, shore hardness testers, paint/coating thickness gauges, ultrasonic thickness gauges, and other specialized equipment. Qualified personnel such as Quality Assurance Managers with 15-20 years experience, certified engineers, and material inspectors with relevant experience are mandatory. Financial capability requires a minimum annual turnover of PKR 15 million in at least one of the last three years.
Applicants must submit their applications electronically through the e-Pak Acquisition and Disposal System (EPADS) by Monday, September 28, 2026 at 03:00 PM. Late or manual submissions will not be entertained. The opening of applications will be conducted electronically on the same day at 03:30 PM. Interested firms should ensure complete and verifiable documentation including financial statements, tax certificates, and experience evidence. The framework agreement duration is 36 months starting October 16, 2026.
A practical tip for bidders: Ensure your registration on EPADS is complete and up to date well before the submission deadline to avoid last-minute technical issues. Also, carefully review the detailed qualification criteria and provide all required documentary evidence to maximize your evaluation score.
This prequalification offers a significant opportunity to work with SNGPL on critical inspection services in Lahore and beyond, supporting Pakistan's vital energy infrastructure.
