Tender Description
National Bank of Pakistan (NBP) invites qualified suppliers to submit electronic bids for the procurement of 200 lobby type Automatic Teller Machines (ATMs) for its conventional and Islamic banking branches across Pakistan, with delivery and commissioning primarily at Karachi. This tender covers supply, installation, integration, and maintenance of ATMs equipped with advanced features including biometric scanners, NFC, EMV compliance, and security applications. The scope includes hardware, software licenses, installation, training, and a dedicated agile software development team for value-added services over a three-year contract period.
The ATMs must be original, brand new, and comply with stringent technical specifications such as front cash loading, multi-language support (Urdu and English), encrypted PIN pads, braille-marked keys, CEN certified safes, motorized card readers with EMV and magnetic stripe support, anti-skimming devices, and integrated cameras. The software must support industry-standard protocols, be PCI compliant, and integrate with NBP's existing switch and NADRA biometric verification systems. The solution includes centralized monitoring and security applications to prevent malware and unauthorized access, with 24/7 support and maintenance.
Bidders must be registered with SECP, have a minimum turnover of PKR 300 million over the last three years, and demonstrate experience supplying and installing at least 200 ATMs in Pakistan within the last five years. Compliance with State Bank of Pakistan regulations, secure software development lifecycle (SSDLC), and information security standards is mandatory. The contract requires submission of a performance security of 5% of the contract price and adherence to a strict delivery schedule with penalties for delays.
Submission deadline is **February 16, 2026, 03:00 PM PKT**, with electronic bids to be submitted via EPADS. Technical bids will be opened publicly on the same day at 03:30 PM. The physical address for submission of original bid security is the Procurement Division, 3rd Floor, NBP Head Office, I.I. Chundrigar Road, Karachi. Bidders must ensure all documentation is complete, including manufacturer authorization, audited financials, and technical compliance. The tender follows a single stage two-envelope procedure with quality and cost-based selection.
Pro-Tip: Ensure your bid strictly complies with the technical requirements and includes all mandatory documents with proper references. Missing or incomplete documentation, or inclusion of price details in the technical proposal, will lead to disqualification. Also, carefully review the penalty clause for delivery delays, as non-acceptance will result in rejection. Maintain readiness for a possible presentation to NBP at your own cost as part of the evaluation process.
