Tender Description
The Multan Electric Power Company (MEPCO) invites sealed bids from eligible and qualified bidders for the procurement of 25KVA Transformers under contract reference P85513 for the financial year 2026-27. This procurement is planned to be executed in Multan, Punjab, and aims to supply high-quality distribution transformers conforming to DDS-84:2020 specifications (amended to date). The procurement process will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage One Envelope method with Least Cost Based Selection (LCBS) technique.
Items being procured:
- 25KVA Transformer (Quantity: 304 units)
The transformers must be delivered free of cost at MEPCO regional stores located in Multan, Bahawalpur, Sahiwal, and D.G. Khan within 120 days or earlier. The price quoted should be fixed, inclusive of all taxes, duties, 0.5% inspection charges, and GST. Inspection will be conducted at the supplier's premises and includes random testing of up to 5% of transformers at EHV Lab Rawat. The supplier will bear transportation costs for these tests, while MEPCO will cover testing charges. Failure in tests may lead to rejection of the entire lot.
Eligibility criteria include valid PEC registration, FBR active taxpayer status, satisfactory past supply records with MEPCO/DISCOs, and no blacklisting by WAPDA or related entities. Bidders must submit bid security in the form of Pay Order, Banker's Cheque, Call Deposit, or Bank Guarantee as specified. Performance security of 5% of contract price is required upon award.
Bids must be submitted electronically via EPADS v2.0 by Tuesday, September 22, 2026, at 11:00 AM. Manual submissions will not be accepted. Bids will be opened on the same day at 11:30 AM. Interested bidders should register on EPADS and may seek clarifications by September 15, 2026. The contract will be governed by the laws of Pakistan and MEPCO's procurement rules.
