Tender Description
The Directorate General of Labour Welfare Punjab under an ADP scheme invites E-Bids from well reputed firms/government contractors registered with relevant tax departments including Income tax, Sales Tax, Punjab sales tax and Professional Tax (where applicable) through open competitive bidding for the procurement of an Android based survey for mapping of occupational diseases in Punjab.
Items being procured:

The lot wise rates shall be accepted in view of quality through EPADS and work will be awarded for one complete lot to eligible bidder. E-Bids shall be received from 30 September 2026 on EPADS and shall be opened on 16 October 2026 at 12:30 PM under PPRA Rules 2014 amended up to date. Interested eligible bidders can participate through E-Procurement portal (https://eprocure.gov.pk/#/auth/login) after publication of advertisement in newspapers. The procurement/selection method is single-stage two-envelope procedure through Quality and Cost based Selection (QCBS), with 80% weightage for technical proposal and 20% for financial proposal, in accordance with Punjab Procurement Rules 2014 as amended. The successful bidder should carefully read the complete bidding documents (TORs / terms and conditions of the bidding documents) and comply with them. Any clarification required by the bidder will be responded by the Authority through E-pads within stipulated time period. The successful bidder has to provide Performance Guarantee / Security (upto 3% of work order amount) in shape of CDR in favor of Project Director of APD scheme titled 'Mapping of Occupational Diseases in Punjab' if any item's rate quoted below the estimated amount and same will be released after successful completion of work, for non-completion the security will be forfeited in favor of the Department. The Project Director reserves the rights to increase/decrease the required quantities under the Lot. As per rule 35 of the PPRA rules 2014, the Authority reserves the right to cancel the tender before acceptance of bid. Bidders must ensure timely submission through EPADS and attend the bid opening on 16 October 2026 at 12:30 PM. Earnest Money / Bid Security of Rs. 5.58 Million is required.
