Tender Description
Heavy Industries Taxila (HIT) invites sealed bids from eligible manufacturers, authorized dealers, distributors, suppliers, or firms for the procurement of a Chilled Water Plant. This procurement is specifically for the Supply Chain Management Directorate at HIT Taxila Cantt, Punjab. The tender reference is Bid No. 2601/IT-7861/26-27/Tech Dte/FOR-B/SCM dated 05 Aug 2026, with bid submission deadline on 01 September 2026 at 10:30 hours and bid opening at 11:00 hours the same day.

- Centralized cooling system
- 1 x 25 Ton water-cooled chillers
- Cooling towers
- Pumps
- Chilled Water AHUs insulated
- Plant piping
The technical specifications include a 25 ton air-cooled outdoor type chiller unit with safety protections such as high/low pressure, compressor overload, under voltage, and anti-short cycle protection. The system operates on 400-415v, 3 phase with built-in control protection. The delivery period is 4 weeks after signing the contract. Installation includes foundation and anchor bolts as per drawings, pump checks, water leakage tests, and training on equipment handling. The life cycle support and spare parts availability is guaranteed for 10 years.
Eligibility criteria require firms to possess valid National Tax Number (NTN), Sales Tax Registration, and meet the conditions outlined in the Standard Bidding Document (SBD) and DPP&I-35. Firms must submit a postal order of Rs 2,000/- with the technical bid and provide bid security in the form of CDR, Bank Draft, or Pay Order. The bid validity period is 120 days extendable to 180 days. Technical and financial proposals must be submitted in separate sealed envelopes, with the technical proposal containing muted bid security and the financial proposal containing the actual bid security.
The tender process follows the Single Stage Two Envelope method. Bidders must comply with all mandatory conditions, including submission of required documents such as registration certificates, audit reports, bank statements, CNIC copies, and declarations regarding blacklisting and conflicts of interest. The contract includes warranty and performance bank guarantees, with a warranty period of 12 months after acceptance.
Bids will be opened in the presence of authorized representatives at the Supply Chain Management Directorate, HIT Taxila. Late submissions will not be entertained. HIT reserves the right to accept or reject any or all bids without assigning any reason.
