Procurement of Cloud Hosting, Software Licensing, Devices, and IT Services for Directorate of Monitoring & Evaluation

The Reform Support Unit, School Education & Literacy Department, Government of Sindh invites bids for procurement of Cloud Hosting, addition of new software modules, devices, and licensing for the Directorate of Monitoring & Evaluation located in Karachi. This procurement is part of the Development through Enhanced Education Program (DEEP) funded by the European Union through the Government of Pakistan. Items being procured: - ChatGPT Enterprise/Team licenses (10 user licenses for 1 year) - Google Meet / Zoom Business Plus licenses (20 host seats for 1 year) - Biometric Attendance Devices (200 units with 1-year warranty) - Pad Pro M5 tablets (3 units) - Portable A4 Thermal Printers with USB connectivity (2 units) - Qsense Software Data Analytics License (1 user, 1 year) - Cloud Hosting Infrastructure (32 vCPU, 64 GB RAM, 2TB Storage, 3 years with backup and disaster recovery) - Software and Web-Side Upgrade including redevelopment of SSMS Dashboard, DG M&E Dashboard, and Mobile App with multiple security and monitoring modules - One year technical support post deployment - Data migration and legacy system integration with one year support - Backup, disaster recovery, and technical documentation - User acceptance testing and end-user training for 400+ monitoring staff - Dedicated 300 Mbps committed internet bandwidth - Cloudflare Business Plan subscription for security and CDN - HRMIS SELD main website redevelopment - Development and implementation team including project management The scope includes supply, installation, configuration, and support of all items and services at the Directorate General (M&E), School Education & Literacy Department, Government of Sindh, Karachi. Bidders must be registered with FBR and relevant authorities, have relevant experience, and comply with all technical and financial requirements as per bidding documents. The procurement follows Single Stage Two Envelope method via the SPPRA e-PADS portal. Tender fee of PKR 3,000 and bid security of PKR 4,200,000 in the form of pay order/demand draft is required. Technical bids will be opened on 31st August 2026 at 01:45 pm at the Reform Support Unit office in Karachi. Manual bids are not accepted unless submitted electronically first.
