Tender Description
The **Survey of Pakistan**, located in Rawalpindi, Punjab, is procuring a comprehensive range of construction materials, plumbing, sanitary, and electrical materials along with related manpower and vehicle services for miscellaneous activities across 14 designated sites nationwide including Skardu, Peshawar, Lahore, Karachi, and Gwadar among others. This procurement is planned for the financial year 2025-26 and aims to support infrastructure and maintenance works at multiple locations.
The technical scope includes supply and delivery of high-quality pressed solid concrete blocks, cement, sand, aggregates, steel bars, iron doors, galvanized iron frames, wall putty, paints, and a wide variety of plumbing and electrical fittings such as PPR pipes, PVC pipes, valves, switches, wires, circuit breakers, fans, and lighting fixtures. Additionally, skilled manpower such as masons, painters, electricians, plumbers, welders, and vehicle services (Mazda trucks) are required to ensure timely execution of works at all sites. All materials must conform to relevant ASTM, BS, and ISI standards with proper certifications.
Eligible bidders must be registered with FBR (NTN and GST), possess relevant PEC categories if applicable, and demonstrate experience in similar supply contracts. Joint ventures or consortiums are not allowed. Bidders must submit bids electronically via EPADS v2.0 and provide bid security in the form of Call Deposit. The bid validity period is 120 days. The technical and financial bids will be evaluated on a Least Cost Based Selection basis.
Key dates include the bid clarification deadline on **May 4, 2026**, bid submission deadline on **May 11, 2026 at 10:30 AM**, and bid opening on the same day at 11:00 AM via EPADS. Manual submissions are not accepted. The bid security original must be physically submitted to the Survey of Pakistan office at Murre Road, Faizabad, Rawalpindi before the deadline.
A practical tip for bidders is to ensure timely registration and familiarization with the EPADS v2.0 platform, as all submissions and communications will be conducted electronically. Also, strict adherence to the bid security submission procedure is critical to avoid disqualification. Bidders should carefully review the detailed specifications and delivery schedules for all 14 locations to plan logistics and manpower deployment efficiently.
This tender offers a significant opportunity for suppliers and contractors experienced in construction materials and related services to engage with a reputable government department and contribute to national infrastructure development.
