Tender Description
Sukkur Electric Power Company (SEPCO) invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the procurement of specialized electrical relays for the fiscal year 2026-27. The procurement is under National Competitive Bidding (NCB) procedure with Single Stage One Envelope method. The items to be supplied will be delivered to the SEPCO Warehouse near 132kV Grid Station, Arain Road, Sukkur, Sindh. Items being procured include:
- DC Supervision Relay E-Lab TS-101-110V DC (270 units)
- Over / Under Volt Protection Numeric Relay (9 units)
- Feeder Management IDMT Relay (50 units)
- Line Distance Relay (15 units)
The technical specifications require compliance with NTDC standards and IEC norms, including features such as undervoltage/overvoltage protection, over frequency/underfrequency protection, harmonic restrain elements, programmable LEDs, and advanced teleprotection features. Delivery is expected within 120 days or earlier from the date of purchase order issuance. Bidders must be registered manufacturers, suppliers, distributors, or authorized dealers with at least 5 years of manufacturing experience and proven operational experience. Financial soundness, including positive net worth and sufficient cash flow, is mandatory. A bid security of 2% of the total bid amount excluding GST is required, along with a performance guarantee of 5% of the contract price upon award.
Bids must be submitted online via EPADS v2.0 by 28th September 2026 at 02:30 PM PKT, with bid opening at 03:00 PM the same day. Manual submissions are not accepted. The bid validity period is 120 days. Technical and financial bids will be evaluated on Least Cost Based Selection (LCBS) criteria. Partial deliveries are allowed with partial payments. Inspection will be conducted by SEPCO and NTDC representatives, with inspection fees applicable. Bidders are advised to carefully review all bidding documents, including terms and conditions, technical specifications, and submission requirements. For participation, bidders must register on EPADS and comply with all eligibility and documentation requirements. The procuring agency reserves the right to reject any or all bids and to increase or decrease quantities by up to 15%. For queries and clarifications, contact details are provided.
