Procurement ERP Management System for Accounts & HR by Jinnah Medical Construction Company-JMC

The Jinnah Medical Construction Company-JMC (JMC) in Islamabad Capital Territory invites bids for the procurement of an integrated Enterprise Resource Planning (ERP) Management System specifically designed for Accounts and Human Resources functions. This procurement aims to implement a secure, scalable, and centralized ERP platform that automates and integrates core processes across Human Resource Management, Payroll Management, and Finance. The system will support standardized workflows, approval controls, comprehensive audit trails, and real-time reporting to enhance operational efficiency and reduce manual interventions. Items being procured: - ERP Management System for Accounts & HR including modules for Finance, Payroll, and Human Resources - Software licenses/subscriptions for approximately 10 full functional users and 25 employee self-service users - Implementation services including business process review, solution design, system configuration, data migration, integration with attendance devices and email systems, user acceptance testing, training, deployment, and post-go-live support The scope covers detailed functionalities such as general ledger management, budgeting, accounts payable, bank reconciliation, fixed asset management, tax management, employee lifecycle management, attendance and leave management, payroll processing, statutory compliance, and role-based access control. The system will be cloud-based (SaaS) with a focus on governance, transparency, and regulatory compliance. Eligible bidders must be legally registered companies in Pakistan with at least five years of experience in ERP implementations, active FBR registration, valid sales tax registration, and no blacklisting history. Bidders should demonstrate technical capability, provide a qualified implementation team, and submit client references. The procurement will follow a Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS).
