Procurement of Expendables for Heavy Industries Taxila

Heavy Industries Taxila (HIT) invites sealed bids from eligible manufacturers, authorized dealers, distributors, suppliers, or firms for the procurement of expendable items critical for the manufacturing of 125mm Haider Tank guns and barrels at Gun Factory, HIT Taxila Cantt. This procurement is conducted under the light of PPRA and Ministry of Defence Production (MoDP) rules with a Single Stage Two Envelope bidding procedure. Items being procured include a comprehensive list of expendables such as Emery Sheets (various grades and quantities), Rag Jute, Aluminium Oxide (60 and 200 Mesh), Emery Wheels, Grinding and Cutting Discs, Welding Electrodes (various types and sizes), Welding Holders, Spray WD-40, Developer Sets, Welding Wire Brushes, Hand and Pin Grinders, Rubber Sheets, Lifting Slings, Acid Proof Long Boots and Gloves, KN 95 Masks, Acid Proof Suits, Aluminium Strips, Waterproof Emery Paper, Copper Wire Brushes, Jubilee Clamps, PVC Sheets, Safety Goggles, Plasma Cutting Torch and accessories, Black Leather Zip Folders, Protective Kits, Stainless Steel Solenoid Valves, Electric Actuators, Loud Buzzers, Heavy Duty Extension Boards, Dater Stamps, Nuts and Bolts, Batteries, Nose Masks, Manila Rope, Soldering Wire, Graphite Powder, Various Electrodes, Paint Brushes, Refrigerants, Washing Soap, Petroleum Jelly, Laboratory Glassware and Chemicals, Mechanical Seals, Fiber Slings, Cotton Rags, Paint Brushes, and many other specialized items as detailed in the Schedule of Requirement. The technical scope requires all items to be brand new, conforming to the latest approved drawings and specifications, with OEM certificates and quality assurance documentation. Inspection and testing will be conducted as per contract terms, including Acceptance Test Procedures. Delivery is expected within 2 months after contract signing to Gun Factory, HIT Taxila. Eligibility criteria include valid National Tax Number (NTN), Sales Tax Registration, registration or pre-qualification with HIT or MoDP or other government/semi-government organizations, and compliance with DPP&I-35 regulations. Bid security in the form of Call Deposit Receipt, Bank Draft, or Pay Order is mandatory. Bidders must submit technical and financial proposals in separate sealed envelopes, with a postal order of Rs 2000/- enclosed with the technical bid. Key dates include bid submission by 19 October 2026 at 10:30 hours and bid opening at 11:00 hours the same day at the Supply Chain Management Directorate, HIT Taxila. Bids received late will not be entertained. The procuring agency reserves the right to accept or reject any or all bids without assigning reasons. A practical tip for bidders: Ensure all mandatory documents including registration certificates, audit reports, bank statements, CNIC copies, and trade links with OEMs are complete and attested. Pay close attention to the bid security requirements and the two-envelope submission process to avoid disqualification.
