Tender Description
The Pakistan Airports Authority (PAA) is procuring Full Body Scanners for its airports located in Karachi, Lahore, Islamabad, and Peshawar. This procurement is managed by the Logistics ANS Branch at the Logistics Centre (South), Jinnah International Airport, Karachi. The tender invites sealed bids from eligible suppliers for the supply, installation, commissioning, and training related to four Full Body Scanners, one for each airport: JIAP Karachi, AIIAP Lahore, IIAP Islamabad, and BKIAP Peshawar.

- Full Body Scanner (Qty: 4 units, one per airport)
- Factory Acceptance Test (FAT) and Factory Training
- Installation and Commissioning
- On-site Operational and Technical Training
- Site Acceptance Test (SAT)
The scanners must comply with strict operational and technical specifications including active millimeter wave imaging technology, non-ionizing radiation, AI-assisted automatic threat recognition, and privacy protection features. The system should be certified for international airport use and exclude any software or components manufactured or designed by India or Israel. The supplier must provide UPS systems with specified technical parameters and all OEM-authorized service and configuration tools with non-expiring licenses. A mandatory site survey is required prior to bid submission.
Eligibility criteria include active FBR registration with 100% compliance on the Active Taxpayer List, no joint ventures allowed, and valid OEM authorization certificates. The delivery and installation period is 90 days from contract signing. Bids must be submitted electronically via EPADS v2.0 with original bid security submitted physically before the deadline. Technical bids will be evaluated on full compliance with specifications, and financial bids will be opened only for technically qualified bidders. The contract will be awarded on a Least Cost Based Selection (LCBS) basis.
The bid security must be in the form of a pay order, banker's cheque, or bank guarantee. The successful bidder must provide a performance guarantee of 10% of the contract price. The warranty period is two years including updates, patches, and operational consumables. The supplier is responsible for all training costs, including factory and local training for technical and operational personnel. The bidder must also provide a detailed list of spares and consumables with fixed prices for two years post-warranty.
The submission deadline is Monday, August 17, 2026, at 12:00 PM, with bid opening at 12:30 PM the same day on EPADS. Manual submissions are not accepted. A pre-bid meeting is scheduled for August 4, 2026, at 12:00 PM at the CNS Conference Room, HQPAA. Bidders are advised to conduct the mandatory site survey before the pre-bid meeting and submit the survey request with required documents within 7 days of tender advertisement.
A practical tip for bidders: Ensure timely registration and submission on EPADS v2.0 and physically submit the original bid security before the deadline to avoid disqualification. Also, provide complete and well-documented technical and financial bids with all required certifications and authorizations to meet eligibility and evaluation criteria.
