Procurement of Goods and Non-Consultancy Services for Technical Support to E&SED Khyber Pakhtunkhwa Project

The National Commission for Human Development (NCHD), Provincial Office Khyber Pakhtunkhwa, invites bids for the procurement of various goods and non-consultancy services under the project titled 'Technical Support to E&SED Khyber Pakhtunkhwa in Reducing Out-of-School Children (OOSC) and Community Engagement to Improve School Environment' for the financial year 2026-27. This project will be implemented in the districts of Shangla, Peshawar, and Torghar, Khyber Pakhtunkhwa. Items being procured include: - Lot 1: Outsourcing of Project Staff through Service Provider - Lot 2: Printing of Household Survey Forms - Lot 3: Broad-Based Community Meetings (BBCM) — Refreshments and Event Banners - Lot 4: Framework Contract for Supply of Learning Aids, Science Kits, Supplementary Reading Books and Essential Stationery - Lot 5: Communication, Advocacy and Digital & Social Media Campaign - Lot 6: Vehicle Rental and Operational Support The scope covers recruitment and deployment of qualified personnel, high-quality printing services, supply of refreshments and event branding materials, supply of educational materials under a framework contract, digital awareness and advocacy campaigns including hiring digital platforms and media influencers, and provision of a roadworthy vehicle for operational support. Bidders must be registered with Income Tax and Sales Tax Departments with active FBR status and comply with all eligibility criteria including valid NTN and Sales Tax registration. Bid security is required for each lot as specified. Bids must be submitted electronically through EPADS by 11:00 am on Monday, September 21, 2026, with technical proposals opened first and financial proposals opened subsequently for technically qualified bidders. The procurement will be conducted under the Public Procurement Rules, 2004, using a single stage–two envelope procedure. The Procuring Agency reserves the right to accept or reject any or all bids.
