Procurement of High-Performance Laptops for IT Cell Developers

The Federal Board of Intermediate and Secondary Education (FBISE) Islamabad invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the procurement of high-performance laptops intended for IT Cell Developers. This procurement is planned for the financial year 2026-27 and aims to equip the IT department with advanced computing devices to support software development, database management, web application development, system maintenance, and other IT-related assignments. Items being procured: - Latest-generation Intel Core Ultra 7 laptops with 32 GB DDR5 RAM, 1 TB NVMe PCIe SSD storage, 15.6-inch or larger Full HD IPS display, integrated graphics, licensed Windows 11 Pro 64-bit OS, Wi-Fi 6 or better, Bluetooth 5.2 or better, Gigabit Ethernet support, USB Type-A and Type-C ports, HDMI, full-size English keyboard with backlighting preferred, integrated HD webcam, microphone, speakers, high-capacity battery, TPM 2.0 security, original power adapter, and laptop bag. The procurement includes three laptops with a warranty period of three years. The technical specifications are stringent, requiring compliance with mandatory minimum requirements and a minimum technical evaluation score of 80 out of 100 marks. Evaluation criteria include manufacturer warranty, battery performance, biometric authentication, display quality, wireless connectivity, and other technical features. Eligible bidders must be registered taxpayers with valid FBR registration and must submit bids accompanied by a bid security in the form of a Pay Order. Bids must be submitted electronically via EPADS v2.0 by the deadline of Wednesday, November 11, 2026, at 10:30 AM. Original bid security must be submitted physically to the FBISE office at Sector H-/4, Islamabad before the bid submission deadline. Manual bids will not be accepted. The bidding process follows the Least Cost Based Selection (LCBS) technique. Bidders are advised to carefully review the bidding documents available on EPADS and ensure compliance with all technical and procedural requirements.
