Procurement of IT Equipment, Office Stationery & Miscellaneous Store Items for Ministry of Water Resources Islamabad

The Ministry of Water Resources, through its Project Planning and Development Unit (PPDU), Islamabad, invites sealed bids for the procurement of IT Equipment, Office Stationery, and Miscellaneous Store Items for the financial year 2026/27. This procurement is planned on a Delivered Duty Paid (DDP) basis to Islamabad. The procurement is divided into two lots. Lot 1 includes IT hardware items such as 5 Laptops, 4 Desktops, 4 LED Smart TVs, and 1 Photocopier machine. Lot 2 covers office stationery and miscellaneous items including 79 office stationery items, 6 IT equipment items, 2 computer stationery items, 9 printer toners (color and black), 5 printed items, and 15 miscellaneous store items. Items being procured: - Lot 1: Laptop (5 units), Desktop (4 units), LED Smart TV (4 units), Photocopier (1 unit) - Lot 2: Office Stationery (79 items), IT Equipment (6 items), Computer Stationery (2 items), Printer Toners (9 items), Printed Items (5 items), Miscellaneous Store Items & Others (15 items) The technical specifications for Lot 1 include Windows 11 Home laptops with 16 GB RAM and 1 TB SSD, desktops with Intel Core Ultra 7 or AMD Ryzen 7 processors, 55 and 60-inch 4K UHD LED Smart TVs with Android/Google TV OS, and digital black & white multifunction photocopiers with minimum 60 pages per minute speed. Lot 2 includes a comprehensive list of office stationery such as pencils, pens, markers, staplers, paper, envelopes, files, and cleaning supplies. Bidders must meet eligibility criteria including valid registration with SECP/FBR, Islamabad Chamber of Commerce, minimum turnover of PKR 60 million over the last three years, and experience of completing at least three contracts worth PKR 16 million each in the last five years. Samples for Lot 2 items will be requested from technically responsive bidders before financial bid opening. Bids must be submitted electronically via EPADS by 15 November 2026 at 1100 hours PST, with one copy of technical and financial bids in separate sealed envelopes delivered manually to the Sr. Contract Management Specialist, PPDU, Ministry of Water Resources, 2nd Floor FFC Building, Islamabad. Technical bids will be opened on the same day at 1130 hours PST in the presence of bidders' representatives. Partial bidding is not permitted; bids must cover both lots completely. Bid security of PKR 400,000 for Lot 1 and PKR 600,000 for Lot 2 (total PKR 1,000,000) is required in the form of CDR, Bank Draft, or Pay Order. The contract will be awarded to the lowest evaluated bidder meeting all criteria. Delivery for Lot 1 items is within 10 days and for Lot 2 items within 30 days after contract signing.
