Tender Description
Quetta Electric Supply Company (QESCO) invites bids for the procurement, supply, installation, and commissioning of Aerial Bundled Conductor (ABC) for the rehabilitation of the deteriorated Bare Over Head LT Network of 04 feeders in Gwadar City, including Jiwani, Pasni, and Ormara. This turnkey project aims to reduce electricity pilferage and AT&C losses by upgrading the LT distribution network from distribution transformers up to consumer energy meters.
The technical scope includes supply and installation of ABC cables of various specifications, along with all allied accessories and hardware. The total length of cables includes 43,153 meters of 3x95+1x95+1x25 mm² and 97,072 meters of 2x10+1x10 mm² cables. The project also covers installation, testing, commissioning, and one year of operation and maintenance services from the date of energization.
Eligible bidders must be registered with PPMC/WAPDA or any DISCO, possess valid sales tax registration, and have valid prototype/type test approvals. Experience requirements include at least four years in manufacturing and two years in supply of similar or higher capacity materials, plus successful completion of at least two contracts for installation, testing, and commissioning of ABC cables in DISCOs within the last five years. Valid PEC registration in the relevant category is mandatory. Financial soundness with positive net worth and average annual turnover equal to or exceeding the quoted price over the last three years is required.
The bid security amount is PKR 1,000,000, valid for 28 days beyond the 120-day bid validity period. Bids must be submitted electronically via the E-PADS portal and hard copies of bidding documents and bid security must reach the Chief Engineer (P&E) QESCO Headquarter, Zarghoon Road Quetta by 10:30 AM on 09-06-2026. Technical bids will be opened at 11:00 AM on the same day. Late or incomplete bids, or those without required bid security, will be rejected.
