Procurement and Installation of Asset Performance Management System (APMS) for Pole Mounted Distribution Transformers

The Multan Electric Power Company (MEPCO) is procuring and installing an Asset Performance Management System (APMS) for pole mounted distribution transformers in Multan, Punjab. This procurement covers 1341 units of APMS for transformers ranging from 25 kVA to 630 kVA, including associated accessories and integration with Head-End System (HES) and Meter Data Collection (MDC) systems as per PPMC Specification No. PPMC-DS-01:2026. The scope includes supply, installation, testing, commissioning, and integration of APMS equipment on distribution transformers for transformer level monitoring, protection, load management, energy auditing, and remote operation. The system features smart metering and controlling devices, current transformers, molded case circuit breakers (MCCB), magnetic contactors, and optional oil temperature and level monitoring sensors. The installation must be completed within 60 days from the issuance of the work order. Eligible bidders must have valid PEC registration for electrical works, FBR registration, and an average annual turnover of at least PKR 120 million over the last three years. Prototype approval as per PPMC standards is mandatory. Bidders must comply with all technical specifications, provide bid security, and submit bids through the EPADS v2.0 platform. The tender submission deadline is Friday, July 17, 2026, at 11:00 AM, with bid opening at 11:30 AM on the same day via EPADS. Manual submissions are not accepted. The bid security must be submitted in the form of pay order, banker's cheque, call deposit, or bank guarantee. The contract will be awarded based on Least Cost Based Selection (LCBS). The successful bidder will provide a 5% performance guarantee and warranty for five years covering all components.
