Procurement of IT Deceptor Solution for Enhancement of Cybersecurity Posture of LESCO

The Lahore Electric Supply Company (Material Management) invites sealed bids from eligible and qualified bidders for the procurement of an IT Deceptor Solution aimed at enhancing the cybersecurity posture of LESCO. This procurement is planned for the financial year 2026-27 and will be conducted through the National Single Stage-One Envelope procedure using the Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2026. Items being procured: - IT Deceptor Solution (Quantity: 3 units) The solution must be compatible with the existing Forti SEIM system and meet the technical specifications as detailed in the bidding documents. The delivery location is IT Directorate, Lahore, with a delivery schedule of 60 days. Bidders must be registered with FBR, provide valid manufacturer authorization, and submit bid security in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft in favor of LESCO Miscellaneous Collection Account. The bid security must be submitted physically before the bid submission deadline. Eligibility criteria include at least 2 years of experience in providing and implementing cybersecurity solutions such as EDR, NDR, XDR, SIEM, PAM, or related technologies. Bidders must also be active taxpayers and not blacklisted by any government organization. Bids must be submitted electronically through the EPADS v2.0 portal by Wednesday, October 28, 2026, at 10:30 AM.
