Procurement of IT Hardware & Software with Accessories, Operating System, Software and Related Services

National Engineering Services Pakistan (Pvt) Limited (NESPAK) invites eligible suppliers, manufacturers, authorized agents, dealers, and IT solution providers to submit electronic bids through EPADS for the procurement of IT Hardware & Software with all related services in Lahore, Punjab. This procurement is planned for the financial year 2026-27 and includes supply, installation, testing, commissioning, training, and documentation with a warranty and support period of five years after successful User Acceptance Testing (UAT). Items being procured: - Servers for HCI Solution (3 units) - Network Switches (2 units) - Management Switches (2 units) - Next Generation Firewall (1 unit) - Backup Appliance (1 unit) - Hyper Converged Infrastructure (HCI) Solution - Operating System licenses (6 units, Microsoft Windows Server Standard 2025 or higher, 16 cores) - Database Software licenses (2 units, Microsoft SQL Server Standard 2025 or higher, 2 cores) - Endpoint and Server Protection solution for 30 user workstations and 20 server virtual machines - Network Monitoring Solution - Passive and Miscellaneous Equipment including Smart Android LED 85", External SSD Drives, Managed Power Distribution Units, UPS Battery Bank, Air Condition Sequencer, Anti-Static Vinyl Flooring, Patch Panels, Cable Managers, and Patch Cords The technical scope includes detailed specifications for each item, such as server configurations with latest Intel Xeon CPUs, network switches with Layer-3 features, next generation firewall with specified throughput, backup appliance with cyber resilience features, and a comprehensive HCI solution with virtualization, storage, and network capabilities. The solution must be installed and configured under OEM supervision. Eligibility criteria include registration with Income Tax and Sales Tax departments, manufacturer authorization letters, audited financial statements for the last three years, and no blacklisting or unresolved litigation. Bidders must meet mandatory requirements and achieve minimum qualification scores in company profile, financial strength, relevant experience, and offered hardware & software solution. Key dates: Bids must be submitted electronically via EPADS by 11:00 AM on September 07, 2026. Technical proposals will be opened publicly at 11:30 AM the same day at NESPAK's New Ventures Division office in Lahore. Original bid security of PKR 3,000,000 must be submitted physically before the deadline. Bids will be evaluated on a single stage two envelope basis with technical proposals evaluated first for responsiveness and qualification, followed by financial proposals of technically qualified bidders. The contract will be awarded to the lowest evaluated responsive bidder.
