Tender Description
The National Database & Registration Authority Regional Head Office Lahore (NADRA RHO Lahore) is procuring land plots for the establishment of 22 NADRA offices across various cities including Muridkey, Nankana Sahib, Wazirabad, Sialkot, Ghakhar, Kot Radha Kishan, Gujranwala, Kamonki, Sambrial, Depalpur, Alipur Chattha, Noshera Virkan, Lahore, Raiwind, Pattoki, and Mustafaabad. This procurement is specifically for open plots of land ranging from 1 to 4 kanal in size, located within municipal limits of the respective cities. The procurement follows the Public Procurement Rules 2004 under Rule 36 (b) using a single stage two envelope procedure.
The technical scope involves the purchase of land plots that meet strict criteria including location within commercial or approved areas, availability of utilities such as electricity, water, gas, and DSL, and compliance with local authority approvals. The land must be free from encumbrances, litigation, and situated away from flood-prone or restricted areas. The evaluation includes a detailed technical scoring system based on location, accessibility, utilities, and land condition. Only bidders scoring at least 75% in technical evaluation will have their financial bids opened.
Eligible bidders must be registered with the Federal Board of Revenue (FBR) and appear on the Active Taxpayers List (ATL). They must provide all mandatory documents including ownership proof, non-encumbrance certificates, and affidavits on stamp paper. The bid security declaration is mandatory and must be submitted with the technical proposal. The successful bidder will be required to furnish a 2% performance security within 15 days of the Letter of Acceptance.
The deadline for submission of e-bids through the EPADS portal is **07 May, 2026 at 11:00 am**, with bid opening at 11:30 am the same day at NADRA RHO Lahore office located at 73 Trade Center M.A Johar Town, Lahore. Bids submitted by any other means or late will be rejected. The procurement process emphasizes strict compliance with documentation and bid submission requirements.
A practical tip for bidders is to ensure meticulous indexing and tagging of all required documents as per the bidding document annexures. This will facilitate smooth technical evaluation and avoid disqualification due to incomplete submissions. Also, bidders should verify the availability of utilities and location criteria beforehand to maximize their technical evaluation score. This tender offers a significant opportunity for landowners and firms to engage with a reputable federal authority for long-term contracts in multiple strategic locations across Punjab and other regions.
