Procurement of Laptops and Desktops with Windows-11 and MS Office License

The House Building Finance Company (HBFC) Karachi is procuring laptops and desktops equipped with Windows-11 and MS Office licenses for the financial year 2026-27. This procurement is under tender reference P67223 and invites eligible bidders to submit sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0. Items being procured: - 35 Laptops (HP or equivalent) with Intel® Core™ Ultra 5 225U processor, 16 GB DDR5-5600 MT/s memory, 1 TB PCIe® NVMe™ SSD, 15" WUXGA display, spill-resistant backlit keyboard with numeric keypad, minimum 3 hours battery backup, MS Windows 11 Professional 64-bit with latest MS Office license, original brand carrying case, 1 year comprehensive warranty including parts, labor, and on-site support - 30 Desktop Computers (HP or equivalent) with Intel® Core™ i5-14400 processor, 16 GB DDR5-4800 MT/s memory, 1 TB PCIe® Gen4 NVMe™ M.2 SSD, 22" LED monitor of same brand, Windows 11 Pro for Business with latest MS Office license, 3 years comprehensive warranty including parts, labor, and on-site support The technical scope requires products to be in ready stock and deliverable within 15 days after issuance of purchase order or letter of intent. Vendors must provide detailed product specifications including manufacturer and model numbers. The procurement is managed by the Asstt. Procurement department at HBFC's office located on 3rd Floor, Finance & Trade Center, Shahrah-e-Faisal, Karachi. Eligibility criteria include valid FBR registration (NTN/GSTN) and compliance with the bidding documents. Joint ventures or consortiums with up to two members are allowed. Bidders must submit bids in English and comply with the fixed price condition. Bid security in the form of a pay order is required. The bid submission deadline is Thursday, August 20, 2026 at 11:00 AM via EPADS v2.0. Technical bids will be opened the same day at 11:30 AM. Manual submissions are not accepted. The evaluation will follow Least Cost Based Selection (LCBS) criteria.
