Procurement and Laying of Optical Fiber and Telecommunication Cable for Establishing a Telecommunication Network at PAA BKIAP Peshawar

The Pakistan Airports Authority (PAA) at Bacha Khan International Airport (BKIAP), Peshawar, invites sealed bids for the procurement and turnkey installation of an optical fiber and telecommunication cable network connecting AFMCC, Control Tower (ECR), and Fire Station at PAA BKIAP. This project involves supply, trenching, laying, termination, testing, and commissioning of telecom infrastructure in Peshawar. Items being procured: - 450 meters of 100-Pair Light Armored (L/A) Telephone Cable - 750 meters of 50-Pair Light Armored (L/A) Telephone Cable - 750 meters of 06-Core Single-Mode Optical Fiber Cable (Underground Duct Type) - 4 units of 8-Port Gigabit PoE Switches with 2 SFP Uplink Ports - 4 Distribution Boxes (DB) - 1000 meters of Heavy Duty PVC Pipe with accessories - 45 units of 10 Pair Krone Strips - Excavation/Digging for Cable Trench (500 meters) - Hard Surface Cutting & Reinstatement (60 meters) - Cable Laying, Dressing & Installation (1650 meters total) The scope includes civil trench excavation to 18 inches depth, mechanical diamond cutting of hard surfaces, laying of heavy-duty PVC conduits, cable pulling and termination, installation of distribution boxes and switches, and comprehensive testing including copper pair continuity, optical fiber OTDR and power meter tests, and active PoE switch link tests. The contractor must comply with airport security protocols and provide a 12-month defect liability warranty from the date of joint site acceptance testing (SAT). Eligibility requires valid PEC registration in category C6 or above (Telecom/Electrical codes EE-04/EE-05), active FBR registration with NTN and ATL status, submission of a signed pre-bid site survey certificate counter-signed by PAA officials, and affidavit confirming no blacklisting. Bids must be submitted electronically via EPADS v2.0 by 11:00 AM on October 13, 2026, with original bid security in the form of a Pay Order submitted physically before the deadline. Technical bids will be evaluated first with a minimum passing score of 70%, followed by financial bid opening of qualified bidders.
