Tender Description
The Sukkur Electric Power Company (SEPCO) (MM Directorate) in Sukkur is procuring Leather Protective Gloves and Lineman Working Gloves under Tender No 1372/26 for the financial year 2025-26. This procurement involves supply of 4036 pairs of Leather Protective Gloves and 6551 pairs of Lineman Working Gloves to be delivered on a Free Consignee Stores (FCS) basis at Regional Stores Rohri and Larkana within 90 days or earlier.
The gloves must comply with NTDC specifications P-120:78 and relevant international standards such as ASTM D120 and IEC 60903. The Lineman Working Gloves are designed for 11 kV lines with high electrical and mechanical properties including tensile strength, elongation, tear and puncture resistance. Each glove must be individually packed with leather protectors, user instructions, and test certificates. A minimum 12-month warranty against manufacturing defects is required.
Eligible bidders must be registered with SEPCO/DISCOs/NTDC/GENCOs or other WAPDA formations and be on the Active Taxpayer List (ATL) of FBR. They must have at least two years of relevant supply experience with supporting purchase orders and completion certificates. Prototype approval from Chief Engineer (S&S) NTDC is mandatory where applicable. Bidders must submit samples before bid submission deadline; late samples will lead to disqualification.
The tender follows a National Single Stage-Two Envelope procurement method with Least Cost Based Selection (LCBS). Bids must be submitted electronically via EPADS v2.0 by June 8, 2026, 10:30 AM, with bid opening at 11:30 AM the same day. Original bid security must be physically submitted to the Manager Material Management office in Sukkur before the deadline. Manual bids are not accepted.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and submission of all required documents including bid security, technical data, and samples. Non-compliance with submission requirements or late delivery of samples will result in bid rejection. Bidders should also carefully review the detailed technical specifications and prototype approval process to avoid disqualification.
