Procurement of LV Bushing for 10/13MVA Power Transformer

The Sukkur Electric Power Company (SEPCO) invites sealed bids from eligible and registered bidders for the procurement of LV Bushing for 10/13MVA Power Transformer under National Competitive Bidding (NCB) procedure for the financial year 2026-27. This procurement is planned and funded by SEPCO's own resources and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The procurement is managed by the Chief Engineer (Development) PMU SEPCO Sukkur located at 2nd Floor, Al Sehra Building, Minara Road, near Session Court Sukkur, Sindh. Items being procured: - LV Bushing for 10/13MVA Power Transformer, Quantity: 20 units, Delivery Location: SEPCO Warehouse near 132kV Grid Station Arain Road Sukkur, Delivery Period: 180 days or earlier The LV Bushings must conform to WAPDA and IEC standards. Bidders must be manufacturers or authorized dealers with at least 5 years of manufacturing experience and provide relevant authorization and documentation. The delivery of 100% material is required at SEPCO Warehouse Sukkur within 180 days from the issuance of the Purchase Order. Partial payments against partial delivery are allowed. Eligibility criteria include valid FBR registration, bid security of 2% of the total bid amount excluding GST, and submission of notarized documents including power of attorney, technical data, and non-blacklisting undertakings. Bids must be valid for 120 days and submitted exclusively through EPADS v2.0. Manual bids will not be entertained. The bidding process follows the Least Cost Based Selection (LCBS) technique. Bids will be opened on September 30, 2026, at 11:30 AM via EPADS. Bid security must be submitted physically before the deadline at the PMU SEPCO office in Sukkur. The procuring agency reserves the right to increase or decrease the quantity by up to 15% during the contract.
