Procurement of MiFi Devices with One-Year Internet Connectivity for Prime Minister's Youth Chromebook Scheme

The Ministry of Federal Education and Professional Training (MoFEPT) Islamabad invites bids from PTA-licensed Cellular Mobile Operators for the procurement of MiFi devices with one-year internet connectivity under the Prime Minister's Youth Chromebook Scheme. This procurement covers supply, delivery, activation, and support of 4G MiFi devices with SIMs and 30 GB of data per month for one year, targeting approximately 225,000 students nationwide. The requirement is divided into 35 lots across Punjab, Khyber Pakhtunkhwa, Balochistan, Sindh, and Islamabad Capital Territory. Bidders may bid for one or multiple lots, each evaluated and awarded separately. Bidding will follow the single stage, two envelope procedure (quality and cost-based selection) under Rules 27(b) and 28(b) of the Public Procurement Rules, 2026, through the EPADS portal. Eligibility criteria include a valid PTA license as a Cellular Mobile Operator providing 4G services and FBR registration with active taxpayer status for income and sales tax. Bidding documents, including scope of work, lot details, and evaluation criteria, are available on EPADS (https://epads.gov.pk) and the PPRA and MoFEPT websites. A pre-bid meeting is scheduled for 4th November 2026 at 11:00 AM at 1st Floor, Block C, Conference Room of MoFEPT Islamabad. Clarifications may be sought through EPADS up to three days before the bid submission deadline. Bids must be submitted through EPADS only by 13th November 2026 at 11:00 AM. Technical proposals will be opened on the same day at 11:30 AM. Interested bidders should ensure compliance with all eligibility requirements and timely submission through EPADS. It is advisable to attend the pre-bid meeting to clarify any queries and avoid disqualification due to incomplete documentation or non-compliance.
