Tender Description
The Health & Population Department Punjab invites eligible bidders to participate in the procurement of PCR Kits, RDT's, Lab Items and Consumables for the fiscal year 2026-27. This procurement is conducted on a framework contract basis under the administrative control of the Health & Population Department Punjab in Lahore.

Bidders are required to quote competitive prices on a delivered duty paid basis at the consignee's end. Detailed specifications and bidding documents are available for free download on the Punjab Procurement Regulatory Authority website (www.ppra.punjab.gov.pk) and the Director Center For Disease Control & Prevention (CDC) Punjab website (www.cghs.punjab.gov.pk).
The bidding process will be conducted through a Single Stage – Two Envelopes procedure as per Punjab Procurement Rules 2014 (Amended). Bids must be submitted online via the Punjab e-Procurement System portal (https://ep.punjab.gov.pk). Bid security as specified in the bidding documents must be submitted electronically. No physical financial instruments like CDR, PO, or Bank Guarantee will be accepted.
All assessments, receiving, opening, and awarding will be governed by the Punjab Procurement Rules 2014 (Amended). Bidders are advised to upload their bids well before the deadline to avoid last-minute issues. The Directorate reserves the right to reject any or all bids prior to acceptance as per Rule 35 of the Punjab Procurement Rules 2014.
The last date and time for submission of tenders is 10th September 2026 at 11:00 A.M., and the opening of tenders will be on the same day at 11:30 A.M. Bidders should ensure compliance with all requirements and submit bids through the official Punjab e-Procurement System portal only.
A practical tip for bidders: Ensure your FBR and ATL registrations are active and your PEC category matches the requirements before submitting your bid to avoid disqualification.
