Tender Description
The Sukkur Electric Power Company (SEPCO) (MM Directorate) in Sukkur is procuring Rubber Insulating Sleeves as part of their Line T&P and PPE items for the financial year 2025-26. This procurement is specifically for 1000 pairs of rubber insulating sleeves to be delivered on a Free Consignee Stores (FCS) basis to Regional Stores Rohri and Larkana within 90 days or earlier. The items must comply strictly with NTDC Specifications DDS-81:2007 (amended to date) and require prototype approval from Chief Engineer (S&S) NTDC if not already approved within the last three years. The procurement process follows the Public Procurement Rules 2004 under a Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS).
Bidders must be registered with SEPCO/DISCOs/NTDC/GENCOs or other WAPDA formations under the relevant category and be on the Active Taxpayer List (ATL) of FBR. They must have at least two years of experience supplying similar equipment to SEPCO or related entities and provide evidence of past contracts and satisfactory performance. The bid security amount is PKR 1,426,000 and must be submitted in the form of a Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft from a scheduled bank in Pakistan. Technical bids and financial bids must be submitted electronically via EPADS v2.0, with the original bid security physically submitted to the Manager Material Management office in Sukkur before the deadline.
The evaluation will consider technical compliance, prototype approval, financial capacity, and past experience. The successful bidder will be required to furnish a performance guarantee of 5% of the contract price. Delivery and inspection will be conducted at the supplier's premises and at SEPCO's designated locations. The warranty period is 12 months from the date of supply completion, with provisions for replacement or repair of defective goods. Payment will be made in PKR within 30 days upon submission of required documents including invoices, delivery challans, GRNs, warranty certificates, and inspection certificates.
