Tender Description
Pakistan Education Endowment Fund (PAK-EEF-NEST), operating under the Ministry of Federal Education and Professional Training in Islamabad, is procuring SAP Business One software to enhance its operational efficiency and governance. This procurement aims to implement a comprehensive ERP solution to integrate financial management, budgeting, procurement, human resources, and reporting functions into a unified platform.
The scope includes provision of robust, customizable software modules, integration with existing IT infrastructure and at least four banks, comprehensive staff training, post-implementation support for three months, and seamless migration of legacy data from Excel-based systems. The software must support key functionalities such as consolidated and cost center financial statements, accounts payable and receivable with online banking integration, payroll management, budgeting and forecasting, investment and fixed asset registers, scholarship payment management, and real-time reporting with dashboards.
Eligible bidders must be SECP-registered companies authorized as SAP partners or resellers with proven experience in SAP Business One implementations, having completed at least ten similar international projects and 3-4 local projects in Pakistan. They must provide documentary evidence of ERP implementations, possess certified technical staff, and not be blacklisted by any government or regulatory authority. Compliance with PPRA rules, tax laws, and procurement regulations is mandatory.
Bids must be submitted electronically via e-PADS and accompanied by a bid security of PKR 100,000 in acceptable form. The bid submission deadline is 1100 hours on 4th June 2026, with bid opening at 1130 hours the same day at PAK-EEF-NEST Head Office Islamabad. Hard copies of bid security and printed bids must be delivered physically to the Admin Office at Plot No.39, Kirthar Road, H-9/4, Islamabad before the deadline.
A practical tip for bidders is to ensure complete and timely submission of all required documents, including notarized power of attorney, bid security, technical and financial proposals, and manufacturer authorization, as incomplete bids will be declared non-responsive. Familiarity with the e-PADS system and early registration is advised to avoid last-minute technical issues. Bidders should also prepare for the detailed technical evaluation based on company profile, project experience, technical team qualifications, and methodology as outlined in the bidding documents.
