Procurement of SAP Business One Software for Pakistan Education Endowment Fund Islamabad

Pakistan Education Endowment Fund (PAK-EEF-NEST), operating under the Ministry of Federal Education and Professional Training in Islamabad, is procuring SAP Business One software to enhance its operational efficiency and governance. This procurement aims to implement a comprehensive ERP solution to integrate financial management, budgeting, procurement, human resources, and reporting functions into a unified platform. The scope includes provision of robust, customizable software modules, integration with existing IT infrastructure and at least four banks, comprehensive staff training, post-implementation support for three months, and seamless migration of legacy data from Excel-based systems. The software must support key functionalities such as consolidated and cost center financial statements, accounts payable and receivable with online banking integration, payroll management, budgeting and forecasting, investment and fixed asset registers, scholarship payment management, and real-time reporting with dashboards. Eligible bidders must be SECP-registered companies authorized as SAP partners or resellers with proven experience in SAP Business One implementations, having completed at least ten similar international projects and 3-4 local projects in Pakistan. They must provide documentary evidence of ERP implementations, possess certified technical staff, and not be blacklisted by any government or regulatory authority. Compliance with PPRA rules, tax laws, and procurement regulations is mandatory. Bids must be submitted electronically via e-PADS and accompanied by a bid security of PKR 100,000 in acceptable form.
