Tender Description
The SBP Banking Services Corporation (BSC) (General Services Department) Karachi invites bids for the procurement of SMS Gateway Services to support the State Bank of Pakistan's communication needs including customer notifications, transactional alerts, two-factor authentication (2FA), and marketing campaigns. The procurement is for a secure, scalable, customizable, carrier-grade, and high-availability SMS gateway capable of handling large message volumes through secure API-based integrations. Items being procured:
- One Time Setup Charges
- Quarterly Technical Support Charges (Recurring)
- Quarterly Transactional SMS charges 500,000 per quarter (including delivery reports)
- Quarterly Promotional SMS charges 500,000 per quarter (including delivery reports)
The scope includes provision of SMS gateway services with contracts covering all telecom operators in Pakistan, support for domestic SMS delivery, outbound messaging on on-net, off-net, and ported numbers, multi-language support including Urdu, bulk messaging capabilities, routing through SBP's short code, queue management, retry mechanisms, and secure API integration. The service provider must coordinate with PTA for short code allocation and provide real-time delivery confirmations and MIS reports. The contract duration is three years with a project implementation period of three months. The service provider must ensure compliance with security and data protection laws, provide 24/7 support, and maintain system uptime of 99.9% with a minimum delivery success rate of 99%. Eligibility criteria include at least five years of experience, contracts with all telecom providers, valid PTA license, and technical resources with relevant experience. Bids must be submitted electronically via EPADS v2.0 by 16 October 2026 at 11:00 AM. Manual bids will not be accepted. The bid security is PKR 400,000.
