Tender Description
The Supply Chain Management Directorate of Heavy Industries Taxila (HIT), located in Taxila Cantt, Punjab, Pakistan, is procuring various spares on a FOR basis. This procurement is specifically for the supply of spares as detailed in the Schedule of Requirement annexed to the tender documents. The procurement process follows the Public Procurement Regulatory Authority (PPRA) and Ministry of Defence Production (MoDP) rules, ensuring transparency and fairness.
The technical scope includes the supply of spares conforming to the detailed technical specifications and general staff requirements provided in the tender documents. The delivery period is within two months after signing the contract, with the destination being ASRF, HIT Taxila. Bidders must submit their offers in two separate envelopes: a Technical Proposal containing muted bid security and technical documents, and a Financial Proposal with the actual bid security and price details. Both envelopes are then sealed in a single outer envelope addressed to the Assistant Director Procurement at HIT Taxila.
Eligibility criteria require firms to possess valid NTN certificates, be registered with HIT or provide necessary registration documents, and not be blacklisted or defaulters. Firms must also submit audited financial reports for the last three financial years, bank statements, CNIC copies of key personnel, and other relevant documents. A postal order of Rs 2000/- must accompany the Technical Bid. The bid security amount varies based on the registration status of the firm, ranging from 2% to 5% of the quoted value.
The tender was published on 8th April 2026, with the closing date and time for bid submission on 30th April 2026 at 10:30 hours, followed by bid opening at 11:00 hours the same day. Bids received after the deadline will not be entertained. The submission address is Gate No. 5, Heavy Industries Taxila, Taxila Cantt.
A practical tip for bidders is to ensure strict compliance with the mandatory conditions outlined in the tender documents, including the submission of all required documents and bid security in the correct format. Non-compliance or incomplete submissions may lead to rejection. Early clarification requests regarding specifications should be directed to the Deputy Assistant Director (Procurement) well before the bid opening date to avoid last-minute issues.
This tender offers a significant opportunity for suppliers experienced in military-standard spares and familiar with the procurement procedures of government defense establishments in Pakistan. Bidders are encouraged to carefully review all sections of the tender documents, including the technical specifications, terms and conditions, and evaluation criteria, to prepare a comprehensive and compliant bid.
