Procurement of Static Energy Meter Single Phase AMI

The Hazara Electric Supply Company (HAZECO) invites sealed bids from eligible bidders for the procurement of Static Energy Meter Single Phase AMI under reference number P179811. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Bidders must be registered on EPADS v2.0 to participate and submit their bids electronically before the deadline of Friday, November 13, 2026 at 10:30 AM. The bids will be opened on the same day at 11:00 AM via EPADS v2.0. Manual submissions will not be entertained. Items being procured: - Static Energy Meter Single Phase AMI, Quantity: 30000 units, Delivery: Free delivery to HAZECO Regional Store Abbottabad within 60-180 days The meters must comply with WAPDA PPMC/NTDC specifications DDS:110:2012, DDS:98:2011, DDS:65:2003 (all amended to date) and include 4G modem capability. The supplier is responsible for integration of meters, MDM, and MDCs, and must provide necessary hardware and software support including MDC servers if required. Payment terms include 90% payment upon delivery and 10% after successful billing of 20% of total meters verified by HAZECO AMI Cell. Eligibility criteria require bidders to be active taxpayers with valid FBR registration, have prior experience with DISCOs or WAPDA departments, and not be blacklisted. Bid security in the form of Call at Deposit or Bank Guarantee is mandatory. Bids will be evaluated on Least Cost Based Selection (LCBS) basis.
