Procurement and Supply of Textbooks for Academic Year 2027-28

The Khyber Pakhtunkhwa Textbook Board invites sealed bids for the procurement and supply of approximately 17 million textbooks for the academic year 2027-28. This re-tender notice is issued following the withdrawal of the earlier tender INF(P)4340/26 published on 26-08-2026. The procurement is for the supply of textbooks to be used in educational institutions under the jurisdiction of the Khyber Pakhtunkhwa Textbook Board located in Hayatabad, Peshawar. Items being procured: - Approximately 17 million textbooks for the academic year 2027-28 Bidders are required to submit both online technical and financial bids via the KPPRA EPADS portal, accompanied by bid security as specified in the bidding documents. Additionally, sealed technical bids along with paper/card samples and bid security amounting to 2% of the quoted bid price must be physically submitted in the tender box at the Auditorium of KP Textbook Board. The bid security can be in the form of a bank guarantee, irrevocable letter of credit, or original Call Deposit Receipt/Demand Draft/Pay Order in favor of the Chairman, KP Textbook Board. Technical bids will be opened first and evaluated through physical inspection as per the prescribed criteria. Financial bids of technically qualified bidders will be opened on a notified date in the presence of bidders or their representatives at the KP Textbook Board office. The bidding firm must not be blacklisted by any government or semi-government entity. Conditional or incomplete bids will be rejected. The bidding documents (BSD) can be downloaded free of cost from the official websites of KP Textbook Board and KPPRA EPADS. Interested bidders may obtain the complete set of BSDs by submitting a written application to the Secretary, KPTBB, and paying a non-refundable printing and providing charge of PKR 3,000 or through courier against a bank demand draft of PKR 3,800 in favor of the Chairman, KP Textbook Board. Tenders must be submitted on or before 28-09-2026 (Monday) till 1100 hrs. Technical bids will be opened the same day at 1130 hrs at the KP Textbook Board office in Hayatabad, Peshawar. In case of an official holiday, the next working day will be treated as the last submission/opening date. Bidders are advised to upload their e-bids well before the deadline and ensure that both uploaded and hard copies are identical. The procurement committee reserves the right to reject any or all bids in the public interest. A practical tip for bidders: Ensure timely submission of both online and physical bids with all required samples and bid security to avoid disqualification due to incomplete or late submissions.
