Tender Description
The Punjab Education Curriculum Training & Assessment Authority (PECTAA) Lahore invites e-bids for the printing, binding, and supply of Tajweedi Qaida and Tajweedi Paras of the Holy Quran for the Academic Session 2027-28. This procurement is in line with the requirements of the Programme Monitoring and Implementation Unit - Punjab Education Sector Reforms Programme (PMIU-PESRP), Punjab Education Foundation (PEF), and Punjab Education Initiative Management Authority (PEIMA).
Items being procured:
- Tajweedi Qaida
- Tajweedi Paras of the Holy Quran
The procurement involves printing and binding services from eligible printers, publishers, firms, companies, joint ventures, groups, consortiums, AOPs, or sole proprietors registered with the Punjab Quran Board under The Punjab Holy Quran (Printing and Recording) Act, 2022 (Amended). Bidders must also be registered with Income Tax and Sales Tax Departments and possess relevant experience. The bidding procedure follows the Single Stage Two Envelope method as per Punjab Procurement Regulatory Authority (PPRA) Rules, 2014 (Amended).
Bidders are required to submit online Technical and Financial Bids through the Punjab e-Procurement System (eP) accompanied by the required bid security of 2% of the estimated price in the form of electronic deposit via the Punjab e-Procurement System. Paper samples and original instruments of paper testing fees must be submitted physically at the Committee Room of PECTAA Office, 21/E-II, Gulberg-III, Lahore before the deadline.
A pre-bid meeting will be held at the same office on Tuesday, 20 October 2026 at 10:30 a.m. The bid submission deadline is Friday, 30 October 2026 at 10:00 a.m., with bid opening scheduled for 10:30 a.m. on the same day. The bids will be evaluated on technical and financial criteria, and the rates shall include all applicable taxes and supply at designated godowns of PECTAA, PMIU, PEF, PEIMA, and other organizations in Lahore.
Bidders are advised to upload their bids well before the deadline and ensure compliance with all bidding document requirements. The bid shall remain valid for 90 days from the date of opening the Technical Bid. Submission through any other means than the Punjab e-Procurement System will not be accepted.
One practical tip for bidders is to ensure timely submission of both online bids and physical samples to avoid disqualification due to late submission or incomplete documentation.
