Tender Description
The Material Management Directorate of Islamabad Electric Supply Company (IESCO) invites sealed bids from eligible and qualified bidders for the procurement of T-77 Lineman Uniform LM for the financial year 2026-27. This procurement is planned under contract reference number P115879 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The procurement follows the Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004.
Items being procured:
- T-77 Lineman Uniform LM, quantity 1500 sets
The uniforms must meet detailed technical specifications including fabric composition of 80% cotton and 20% polyester, twill weave, specific GSM, color fastness, tensile and tear strength, stitching style, fire retardant properties as per BS EN ISO 15025, and water repellent finish. The shirt and trousers have specific design and stitching requirements including reflective tapes and embroidered IESCO logos.
Bidders must be registered with relevant authorities including FBR and DISCOS/NTDC, have valid manufacturer or supplier authorization, and meet financial and experience criteria such as minimum average annual turnover of Rs. 4 million and at least two years of manufacturing experience. Bid security or bid securing declaration is mandatory.
Bids must be submitted electronically via EPADS v2.0 by Tuesday, September 29, 2026 at 10:30 AM. Technical bids will be opened the same day at 11:00 AM. Manual submissions are not accepted. Original bid security must be submitted physically at IESCO Headquarters, Street # 40, Sector G-7/4, Islamabad before the deadline.
The contract includes a 90-day delivery schedule from the date of award. Performance guarantees, inspection procedures, warranty obligations, and liquidated damages clauses apply as per the bidding documents. Bidders are advised to carefully review all terms and conditions, ensure compliance with technical specifications, and register on EPADS v2.0 to participate.
A practical tip for bidders: Ensure timely submission of original bid security physically at the specified address to avoid disqualification, and prepare all technical documentation in English as required.
